As the violent collapse of Yugoslavia plunges the Western Balkans into the bloodiest conflict on European soil since World War II, the North Atlantic Alliance faces a profound existential and operational crisis. Confronted with systemic ethnic cleansing, gross violations of international humanitarian law, and the repeated failure of United Nations peacekeeping mandates to secure the region, the geopolitical consensus that preserved the Euro-Atlantic peace for nearly half a century is fracturing under the pressure of an unfolding humanitarian catastrophe. Operating under the strict institutional architecture of the real-world North Atlantic Council, this committee functions as the ultimate political decision making body of the Alliance, governed by the unyielding rule of absolute unanimity. The limits of collective security and state sovereignty as it deliberates on whether to transition from a defensive alignment into an active instrument of military enforcement should be confronted. Tasked with managing fragile relations with the UN, navigating internal strategic rifts among major Western powers, and weighing the grave risks of direct air intervention, every decision requires a total consensus. A single dissenting voice can freeze the entire Alliance; the choices forged within these chambers will fundamentally redefine the strategic decision making of NATO and determine the fate of millions in the Balkans.
