Operating under the relentless pressure of total mobilization, the council is tasked with transforming a vast, fractured state into an unyielding war machine. Every factor of production, logistics, and human capital must be weaponized to withstand an existential military invasion that threatens the complete annihilation of the Soviet state. Functioning as the supreme administrative and executive authority during the height of the Second World War, this council must manage a complex matrix of industrial evacuation, critical resource allocation, and strict state security protocols. The mandate requires making calculations on an unprecedented scale: relocating entire industrial complexes eastward beyond the Ural Mountains, maintaining agricultural stability to prevent widespread famine, and managing delicate, high-stakes diplomatic relations with the Allied powers. In a reality where a single logistical delay costs thousands of lives on the front line, the decrees signed within these chambers will directly dictate the outcome of the war and reshape the post-war global order.
